Open harvest is the only place to get spices.

I have mentioned it before on my main site, but nothing compares to open harvest when it comes to fresh spices on the cheap. We got 10 big chunks of spices, some bread, and about 2 pounds of risotto rice (aborio) for $20.00

Buying in bulk is the key to good prices. Especially stuff like rice. I just buy a big ass bag that lasts months.
